The problem I see is that this article - which also appears in the ADN - is being taken as absolution of any responsibility towards addressing the problem no matter what/who is involved the cause. Very few people I know blame the bycatch as the original cause of the crash - but everyone who takes from that resource is responsible for not letting it get worse and for trying to improve. The idea is that you don't "kick a resource while it's down" The inequity in that so far is what's angering people. The subsistence fishers in Western Alaska, whose food and millennia old culture are intertwined with the salmon run are not the cause of the crash either yet they are told - and there is truth there - that with the runs in danger of being wiped out they must not fish at all or hardly at all since any sizeable harvest is a threat. To undergo that and yet see others take tens and tens of thousands of fish - a fraction of which would allow people to meet their food needs - and to have those people and their officials brush us off and refuse to meaningfully address that is frustrating and angering.

It's not "If we hurt, you have to hurt". It's more like," We're all involved we're hurting and you have a responsibility to do your fair share - and you're not and it's not fair."
