Leaders of Yakutat's village corporation say they didn't pledge land as collateral for loans they took out to start a logging business. But some fear tribal land could be sold to satisfy the debt.
I would immediately convey development rights for carbon sequestration to the Yakutat Tribe. The Tribe passes a resolution accepting the management of the land under a development partnership that plans to seek a stakeholder-owned partnership w various expert organizations and Carbon Exchanges. Managing their timber for sequestration is a higher and better use of tge resource anyway and it is sustainable.
The net effect of this action will be twofold--get Yakutat on a better path with its land and (2) so muck-up the title that it becomes uncollateralizable.
